Kabul Times News | International

The media has claimed to have obtained and published the full text of a 14-point memorandum of understanding between Iran and the United States; a document that is said to include issues such as cessation of conflicts in the region, reduction and suspension of some sanctions, release of frozen Iranian assets, commencement of nuclear negotiations and removal of Iran’s missile file from the agenda of the talks.

According to published reports, the most important provisions of this memorandum are:

* Immediate and permanent cessation of conflicts on all fronts, including Lebanon;
* US commitment to non-interference in Iran’s internal affairs and respect for its sovereignty;
* Complete lifting of the naval blockade within 30 days;
* Withdrawal of US forces from Iran’s peripheral areas;
* Reopening of the Strait of Hormuz within 30 days based on arrangements agreed upon by the parties;
* Suspension of sanctions related to the export of oil, petrochemical products and their derivatives and providing Iran with access to its financial resources;
* Allocation of reconstruction projects worth at least $300 billion by the United States and its allies;
* Beginning of 60-day negotiations to reach a final agreement on the nuclear program and the lifting of US sanctions and international restrictions;
* Iran's emphasis on adhering to its obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and not producing nuclear weapons;
* US commitment to refrain from increasing military forces in the region and not imposing new sanctions during the negotiations;
* Release of $24 billion in frozen Iranian assets during the negotiations, so that half of this amount is made available to Tehran before the start of negotiations;
* Establishing a monitoring mechanism to follow up and implement the provisions of the agreement;
* Approval of the final agreement through a UN Security Council resolution;
* The final negotiations will be limited to nuclear issues, lifting sanctions, and rebuilding Iran's economy, and the Iranian missile issue and support for resistance groups will be removed from the agenda.

However, so far, no Iranian or American official has independently confirmed the authenticity of this document, and the details published remain limited to media reports.

If this memorandum is approved, it can be considered one of the most important diplomatic developments in recent years between Tehran and Washington; an agreement that could have a significant impact on the security situation in the region, the energy market, and the process of nuclear negotiations.
